QR Code Readers are available for both Android and iDevices. Also, a webcam attached to a PC can be used to scan QR Codes. Software must be downloaded so that the camera will be able to read the code.

There are a ton of QR Code Generators available on the Internet. Find the one that best suits your needs.
http://www.qrstuff.com/ - This is the site I use the most. Lots of data type choices.
http://qrvoice.net/ - Type in text and the site creates a QR Code. When scanned, text will be read by a computer generated voice.
http://www.delivr.com - Delivr creates QR Codes that can be edited. Also, it reports statistics for how many times a code has been scanned. In addition, it has many more options when creating QR Codes for text.
http://www.qrexplore.com - This one contains a bulk QR Code generator. Great for creating many codes at one time.
http://qreasy.com/ - This is just a basic QR Code generator.
http://www.unitaglive.com/qrcode - Allows you to change colors and really jazz up your codes!
